How Council Voted on Slots

At a meeting on November 15th, 2004, Council voted on whether to endorse the Chief Administrative Officer’s recommendation that sufficient community support exists to support the operation of 150 to 200 slot machines at Sandown Park Raceway.

Those speaking in support of the motion stated that sufficient support for a slot machine facility at Sandown Park Raceway currently exists in North Saanich and that the proponent, Orangeville Raceway Ltd., should bring forward a development proposal.

Those speaking against the motion argued that prior to endorsing this recommendation, Council should receive the terms of reference for the development proposal, assess the proposal, and ensure to their satisfaction that all aspects of the business plan and development proposal are met before endorsement.

Council may request additional information from Orangeville Raceway Ltd. subsequent to submission of their proposal. Once satisfied, Council will forward the proposal to the three neighbouring municipalities and the four local First Nation communities who will then have an opportunity to express any concerns. Failure to adequately respond to neighbouring communities’ concerns may result in arbitration. Approval of this proposal requires re-zoning and a Public Meeting.
